Institutions running money don’t decide what to do during a crisis. They decide beforehand, write it down, and follow the document when conditions make judgement unreliable.

That document is an investment policy statement, and nothing about it requires institutional scale. The same structure works for an individual portfolio, takes an afternoon to draft, and does most of its work in exactly the moments when clear thinking is hardest to access.

It’s also one of the few genuinely free improvements available to a portfolio.

Starting From the Purpose

The answer to why should i start investing belongs at the top of the document rather than being assumed. Everything below it follows from that statement.

A purpose section establishes:

  • What the money is for, specified as a goal rather than a return target
  • When it’s needed, as a date or range
  • How much flexibility exists around that date
  • What falling short would mean, in practical rather than emotional terms
  • Which assets the document covers, since not every account need be included

Getting this right makes the remaining sections largely mechanical. Getting it vague makes everything below it unenforceable.

What the Professional Version Contains

The standard structure comes from the professional body that sets practice in this area, and its guidance for individual investors is publicly available.

That guidance covers specifying which assets are governed by the statement, setting out key responsibilities and actors, identifying a risk management structure, assigning responsibility for monitoring and reporting, and documenting acceptance. It also addresses practical constraints, including short- or medium-term needs for cash that should be specified in the statement, with an example provision setting aside up to 15 percent of portfolio market value to be invested such that it can be liquidated on five days’ notice.

The same guidance covers policies on leverage and, where foreign assets are held, on currency management.

Several of those sections collapse for an individual managing their own money, since the investor and the manager are the same person. What survives is the useful part: constraints, liquidity requirements, permitted assets and monitoring arrangements.

Why Most Statements Underperform

The document only works if it’s specific enough to be applied, and the professional literature is direct about how often that fails.

One assessment poses the question bluntly, asking whether a reader’s statement is the backbone of a successful investment programme or whether they know there’s one around somewhere, noting that if the answer is the latter, the investor is likely losing out on the benefits a well-documented statement can create, with thoroughness across governance, oversight, investment management and monitoring being the overarching theme.

The failure mode is almost always vagueness. A statement saying the portfolio will maintain a balanced allocation and be reviewed periodically imposes no constraint on anything, because every possible action complies with it.

A Workable Version for an Individual

The individual version can be short, provided each line is specific:

  • Purpose and horizon for each pot of money
  • Target allocation with tolerance bands, expressed in percentages
  • Permitted and excluded assets, including anything ruled out for personal reasons
  • Liquidity requirement, as an amount and an availability window
  • Contribution and withdrawal policy, covering amounts and destinations
  • Rebalancing rule, specifying trigger and method
  • Selling criteria, stated in terms other than price movement
  • Review schedule, with dates rather than intentions

Eight lines, each answerable in a sentence. The test for every one is whether a future version of you could apply it without needing to interpret it.

What to Review and When

The document needs updating, and the trigger matters as much as the frequency:

  • Annually, as a scheduled review of every section
  • After a change in circumstances, such as income, dependants or time horizon
  • When a goal is added or completed, since the allocation should follow
  • Never during a market event, which is the specific rule that gives the document its value

The last point is what separates a policy from a preference. A statement revised during a drawdown to permit whatever the investor wanted to do anyway has provided no constraint at all.

What the Document Actually Prevents

It doesn’t improve security selection or timing. What it prevents is a narrower and more common problem: acting against a plan that was sound, during a period when the reasons for the plan felt less compelling than the pressure to do something.

It also creates an audit trail. An investor who wrote down their reasoning can later check whether outcomes followed from good decisions or from luck, which is the only way to improve a process rather than accumulate anecdotes.

Neither benefit requires the document to be long. It requires it to be specific, written before it’s needed, and left alone when it’s inconvenient.
